Add scouting commitments and direct rule-set links

What changed

• Added per-unit and per-character scouting commitment checkboxes, including splitting one model from a multi-copy stack when its scouting state changes.
• Counted only committed scouting units in roster and print totals, and persisted commitments through saves, backups, and shared lists.
• Restored Warmaster Revolution as the default rule set.
• Added direct entry paths for WMR, WMR - 2026 Playtest, and A Matter of Mustaches; each selects the requested system and then normalizes the address back to the base URL.
• Updated the README, schema, and changelog.

Why

Scouting points represent units deliberately committed before the game rather than every eligible unit in the army. Direct rule-set links also make it possible to send players straight into the correct data set without leaving a special route in the address bar.

Validation

• 261 automated tests passed.
• Production build passed.
• Verified all three direct paths and scouting stack splitting in the browser.
