Updates bundled Bitnami subchart pins for the trueforge chart: PostgreSQL 16.7.27 → 18.8.15 and Redis 24.0.0 → 28.0.14, in both Chart.yaml and Chart.lock (including refreshed lock digest and generated timestamp).

No other chart files change in this PR; installs that keep postgresql.enabled / redis.enabled will pull the newer dependency charts on the next helm dependency build / deploy.
