chore: add second code owner

[nastyabon8]

Summary

Adds @nastyabon8 as a code owner alongside @Baskervlle42 for all repositories paths. This allows either maintainer to provide the required independent code-owner review.

• New untrusted-input paths have negative and resource-limit tests.
• New dependencies are justified below and have no unreviewed install scripts.
• Release and deployment changes still deploy the attested .vercel/output artifact without rebuilding.

• npm run verify -- not run locally because this PR changes only .github/CODEOWNERS; required CI checks will verify the repository.
• Relevant routes were checked with synthetic data only. Not applicable: no examples or API code changed.
