GitHub delays or drops scheduled runs at peak times, and the start of every hour is the worst slot. The 03:00 UTC schedule produced exactly one run since it was added - 10.5 hours late - and the next window was dropped entirely. Move to an arbitrary minute and add a second, afternoon window so a dropped run is still caught the same day. The job is idempotent (force push of sync/upstream-master, "gh pr create || true"), so a double run costs nothing. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
