Routine back-merge after the v1.13.0 release. Brings main's merge commit (#480) onto development so the two branches stop diverging by one commit per release.

Merge as a MERGE COMMIT, never squash — squashing rewrites the release merge and reintroduces the divergence this exists to remove.

No content: every change was already on development before promotion. This is the merge commit itself.

Release verified end to end:

  • PyPI — 1.13.0 live, wheel + sdist, publish workflow green
  • Clean-room install — the published wheel actually redacts URL userinfo and carries the urllib redirect fix, not merely uploaded
  • Server — tag file v1.13.0, git describe v1.13.0, installed 1.13.0, each read separately (C-343)
